Interministerial Ordinance No. 424/2016, establishes rules for implementing the provisions of Decree No. 6,170, of July 25, 2007, which provides for rules relating to transfers of Union resources through agreements and transfer contracts.

Regulates access to information provided for in section XXXIII of art. 5th, in item II of § 3rd of art. 37 and in § 2 of art. 216 of the Federal Constitution; amends Law No. 8,112, of December 11, 1990; repeals Law No. 11,111, of May 5, 2005, and provisions of Law No. 8,159, of January 8, 1991.

Provides for the use of resources transferred from fund to fund by the Ministry of Social Development – MDS for the temporary increase and structuring of the network within the scope of SUAS.

Regulates Law No. 13,019, of July 31, 2014, to provide for rules and procedures of the legal regime for partnerships celebrated between the federal public administration and civil society organizations.

Establishes the legal regime for partnerships between public administration and civil society organizations, under a regime of mutual cooperation, to achieve purposes of public and reciprocal interest, through the execution of activities or projects previously established in work plans included in terms of collaboration, in terms of development or cooperation agreements; defines guidelines for the policy of promotion, collaboration and cooperation with civil society organizations.
