The president of the Chamber of Deputies, Arthur Lira (PP-AL), defended completely de-indexing the federal Budget, removing constitutional requirements. This way, there would no longer be mandatory minimum spending on health, education, among others.
Our theme here is specifically Fund-to-Fund Transfers and why is this system the most appropriate mechanism for Raising Resources for Small Non-Profit Institutions? And the most BASIC information is: because it is the SIMPLE MECHANISM for transferring resources from the Federal Public Power to Civil Society Organizations – CSOs, Non-Profit. It is SIMPLER, because it is a resource decentralization mechanism governed by specific laws that are characterized by DIRECT TRANSFER, between different government bodies, WITHOUT REQUIRING THE CELEBRATION OF AGREEMENTS, that is, INDEPENDENT OF THE CELEBRATION OF AGREEMENT, ADJUSTMENT, AGREEMENT OR CONTRACT. This last sentence is the BREAKTHROUGH, it is the key to understanding why Fund-to-Fund Transfers are so interesting for CSOs. It is a transfer of resources that does not require the formalization of an Agreement.
The publication is used by health managers in states, municipalities and the Federal District, serving as a basis for planning health actions.
The booklet contains information on the main actions financed by the Ministry of Health, in addition to general guidelines on who is who in the process, what the transfer instruments are and a description of the priority programs for Brazilian public health.
