Diferente do esperado, que é de se ampliar investimentos e criar mecanismos de retomada para o setor cultural, as novas medidas do Governo Federal trazem restrições, exclusões de conteúdos e limitações no processo decisório.
See below the main changes published yesterday, July 27, 2021, in the Official Gazette:
1. Weakening of the CNIC
A partir de agora a Comissão Nacional de Incentivo à Cultura deixa de ser um órgão de deliberação para ser uma instância recursal que não delibera mais.
2. Inclusion of Sacred Art
In practice, this already happened and Sacred Art already uses the resources of the Law, but the Decree imposes the inclusion of representatives in the CNIC. The measure is an old request from the evangelical bench to use such resources to restore religious temples with resources from the law.
3. More powers for the president of the CNIC
Com advento da nova lei o presidente do CNIC poderá vetar projetos unilateralmente sem a necessidade de consultar os demais integrantes da comissão. Hoje as decisões estão a cargo de André Porciuncula Alay Esteves, capitão da PM da Bahia.
4. Performing Arts is no longer included
Despite the admissibility of the projects being presumed, the term “Performing Arts” was eliminated. Fine arts and Sacred Art took their place.
5. Internal regulations of the CNIC for the Minister
From now on, the CNIC's internal regulations will no longer be deliberated internally. On the contrary, the Special Secretary for Culture and the Ministry of Tourism will be responsible.
6. Creation of list of relevant institutions
The Special Secretariat for Culture and the Ministry of Tourism will be able to say which institutions are relevant or not relevant. Which unilaterally may make it possible or unfeasible to release resources to a given institution.
7. Projects with changed annual plans
