Budgetary and Financial Programming Decree for the first two months of 2019
Decree No. 9,741 of March 29, 2019, proposes the amendment of Decree No. 9,711, of February 15, 2019, which provides for the budgetary and financial programming and establishes the monthly disbursement schedule of the Federal Executive Branch for the year 2019 .

This change complies with the provisions of the caput of art. 9 of Complementary Law No. 101, of May 4, 2000, Fiscal Responsibility Law – LRF, and in §§ 1 and 12, item I, of art. 59 of Law No. 13,707, of August 14, 2018, Budget Guidelines Law for 2019, LDO-2019, considering that the assessment of revenues and expenses for the first two months indicated the need to carry out the Limitation of Commitment and Financial Transactions of the discretionary primary expenses of the Executive Branch, in the amount of R$ 29,582.8 million, for the purposes of meeting the Central Government's primary result target, as demonstrated in the Report sent to the National Congress, through the Message nº 95, of March 21, 2019.

EmphasisIt is clear that, from the amount of limitation on movement and commitment and Payment of the Executive Branch, R$ 1,965.1 million refers to individual amendments and R$ 990.6 million to state bench amendments with mandatory execution, in line with the authorizations contained in § 17 of art. 166 of the Constitution and § 3 of art. 62 of LDO-2019, equivalent to 21.63% of the amount of the respective amendments, since this was the percentage of the global limitation of discretionary primary expenses subject to this limitation.
