What I noticed in the decree

Once again, the Federal Government is changing the agreement platform in general.

It all started in 2008 with the creation of SICONV. Initiative very welcome since, prior to this, the control of transfer of resources between public entities, Public sector, private with and without profit was precarious, and, therefore, there were very little or almost no Transparency. Thus, such a system only contributed to greater speed, Transparency and efficiency in this process.

However, even though the system is a basic tool for Transparency, there was still a lot of improvement needed, which has occurred over the years, with changes and amendments to legislation on the subject.

However, the SICONV Platform did not and still does not involve all Federal Public Bodies. For example, the Ministry of Health and Education do not use the 100% platform, thus creating an unacceptable gap in control and Transparency of public resources. Unfortunately, until today, 2022, Health and Education, among other Federal Public Power Bodies, have their own system for controlling resource transfers (“agreements”).

Well, with the 2018 election, and the entry of a Government, let's say, more concerned with controlling the resources and wealth generated by the population and the more efficient management of these resources and, aiming to better control the transfer of public resources , the Plataforma Mais Brasil was implemented, in fact, I only checked the change of names and some features in this change, roughly speaking, SICONV changed the name to PLATAFORMA MAIS BRASIL, and continued with the same specificities.

However, I don't know if you noticed in the last 4 years, the federal government has worked systematically to unify the access process for all CNPJs and CPFs, increasing control and, in theory, efficiency in Services provision. Nowadays, everything you access, which in one way or another is in the interest of the Union, you will need to use E-GOV.

I think that the change of the Mais Brasil Platform to this new system that consists of the creation and implementation of Union Partnership Management System – SIGPAR, integrated with this new Platform, TRANSFEREGOV (integrated and centralized technological platform, with open data, intended for the management, computerization and operationalization of partnerships – SIGPAR), aims precisely to consolidate this change, greater Union control over all types of operations that may occur in the digital sphere. So much so that, it seems to me, that access will be linked to the E-GOV system. In other words, any and all access made using FEDERAL GOVERNMENT products will go through E-GOV, so to speak, a sort of “absolute control” of users.

For example, if a CPF accesses Bolsa Família and is a registrant on the Mais Brasil Platform, they will know this. If the staff is Recipient of the social security system and requests medication on the public network, they will know about it. If the user has Investments on the stock exchange and is President of a Non-Profit Organization, the Government will know all this. In other words, the Government is working to complete, monitor and control all of its databases through any access at any instance linking CNPJs and CPFs. A BITE OF CONTROL.
