Lowest level of Institutional Classification. It is the recipient of appropriations from the Union's budget. It corresponds to direct or indirect administration entities in most cases, and can also be used to identify special funds, transfers to States and Municipalities, Union financial charges, official credit operations, refinancing of Public debt federal furniture and Contingency Reserve.

Instrument used by the President of the Republic to refuse the sanction of Project, in whole or in part, under the argument of unconstitutionality or contravention of the public interest. The veto may be maintained or rejected by the National Congress, in accordance with the Common Rules.
