Project of law of Initiative of the President of the Republic that establishes in a regionalized manner the guidelines, objectives and targets of the federal public administration for capital expenditures and others arising therefrom and for those relating to programs of continued duration. It is prepared in the first year of the mandate and is sent to the National Congress up to four months before the end of the term. Financial Year (August 31), with the aim of guiding budget planning for the subsequent four years.

Project of law of Initiative of the President of the Republic who estimates revenue and establishes expenses for the Financial Year following, with structure and level of detail defined by the LDO for the year. The PLOA is sent to the National Congress up to four months before the end of the Financial Year (August 31), and must be returned for sanction by the end of the Legislative Session (December 22).
