Senators vote this Tuesday (29), in a remote session of the Plenary, Project which ensures the transfer of at least 70% of the resources foreseen for partnerships with the Third sector during the covid-19 pandemic. The session is scheduled for 4pm.
PL 4,113/2020 determines that public transfers to organizations are not frozen or interrupted, and that new contracts can be established between organizations that are working on the front line of protecting and combating the impacts caused by the covid-19 pandemic. .

O Project it also guarantees more time for reporting and entering into emergency partnerships that still maintains the suspension of the obligation to maintain quantitative and qualitative goals contracted by health service providers within the scope of the SUS.
The approval of PL 4,113/2020 was seen as fundamental for the work of many non-governmental organizations (NGOs) affected by the pandemic, during the remote hearing at Commission Temporary Covid-19. As it was already approved by the Chamber of Deputies in December last year, if confirmed by the senators, the matter will go to presidential sanction.
O Third sector encompasses organizations and entities of the Civil society of public interest, which are non-profit (NGOs, associations, foundations, charitable entities, Social Organizations, oscips). They can count on the standards stipulated by the Project the entities defined in Law 13,019, of 2014, linked to various areas of activity agreed with the public authorities, and other types of agreements and partnerships.
Committees and IT
The agenda also brings the Project which regulates the creation of Dispute Prevention and Resolution Committees to resolve conflicts of property rights available in contracts signed by the public administration (PLS 206/2018). From Senator Antonio Anastasia (PSD-MG), the matter will be reported by Senator Carlos Portinho (PL-RJ). According to the author, the Project creates more extrajudicial solution mechanisms, “in honor of the principles of efficiency, speed and legal security”.
Senators must also analyze in the remote plenary session the Project which establishes general guidelines for the disposal and reconditioning of IT assets in public administration, with a view to promoting digital inclusion and Sustainable development of the country (PL 5,991/2019). From deputy André Amaral (MDB-PB), the Project wants to guarantee the right to access to information and communication technologies for Brazilian citizens. The matter will have Senator Izalci Lucas (PSDB-DF) as Reporter.
Homage
Another item on the agenda is a tribute to former senator and former vice-president of the Republic Marco Maciel. Senator Wellington Fagundes (PL-MT) suggested giving plenary number 2 of Ala Nilo Coelho the name “Sala Marco Maciel” (PRS 38/2021). O Reporter of Project will be Senator Jayme Campos (DEM-MT). Marco Maciel died on June 12, aged 80. He was a senator for three terms, representing the state of Pernambuco. He held the Vice-Presidency of the Republic during Fernando Henrique Cardoso's two terms, from 1995 to 1999, and from 1999 to 2003.
Loan to Salvador
Parliamentarians must still vote on Message presidential (MSF 18/2021), which requests the hiring of Credit Operation external, worth US$ 125 million dollars, between the municipality of Salvador, in Bahia, and the International Bank for Reconstruction and Development (Bird).
The resources are intended for partial financing of the “Salvador Social Project-2nd Phase”. The matter will be reported by senator Angelo Coronel (PSD-BA).
