Delivery of current resources or capital to another entity of the Federation, as cooperation, assistance or financial assistance. Transfers resulting from constitutional or legal determination or those destined for the Unified Health System, as well as the decentralization of resources to States, the Federal District and Municipalities for the execution of actions whose competence is exclusive to the Union, are not considered voluntary transfers.
