Computerized system used to make changes to amendments with insurmountable technical impediments. Its objective is to promote the legislative nomination process provided for in the Constitution, so that the parliamentarian who authored the Amendment may request relocation of the programming with indication of execution impediment by the Executive Branch to another programmatic function (total impediment) or to other(s) Amendment(s) of your own making (total or partial impediment).
