Resources aimed at promoting, protecting and recovering health that simultaneously meet the principles established in art. 7th of Law No. 8,080, of September 19, 1990, and the following guidelines: be intended for public health actions and services with universal, equal and free access; be in compliance with objectives and goals explained in the Health Plans of each entity of the Federation; and be the specific responsibility of the health sector, not including expenses related to other public policies that act on social and economic determinants, even if they affect the health conditions of the population.
