Instrument that regulates the transfer of financial resources from allocations set out in the Union's Fiscal and Social Security Budgets and has as participants, on the one hand, a body or entity of the federal public administration, direct or indirect, and, on the other hand, a body or entity of the state, district or municipal public administration, direct or indirect, or even a private non-profit entity not covered by Law No. 13,019, of July 14, 2014, aiming at the execution of Program of government that involves carrying out Project, activity, service or event, or the acquisition of goods, of reciprocal interest, under a regime of mutual cooperation.
