Public Policy Management Councils

They represented one of the transformations resulting from the democratization process experienced by Brazil in the late 1980s and 1990s. Their creation was linked to the interest of guaranteeing channels of popular participation in Brazil beyond representative democracy. It is assumed that there is a Civil society which should participate in an institutionalized manner in the processes of elaboration and management of public policies, with powers to exercise control over their implementation.

In the context of the Councils, there is a detail of public policies with daily control, planning and implementation activities, based on legislation and public policy plans that can be constructed in even broader spaces of participation such as conferences.

Examples of Management Councils are: School Food Council; Health, Education and Social Assistance Council (which exists at municipal, state and federal levels); Bolsa Família Social Control Council; Fundeb Council, among others. IPEA has already carried out some work on this subject, such as the report “National Councils: Profile and Performance of Councilors”, published in 2014.
