Constitutional Requirements

  1. At least three years of existence, with active registration (fitness), proven through documentation issued by the Brazilian Federal Revenue Secretariat, based on the National Register of Legal Entities – CNPJ;
  2. One year of Aptitude (APTO – CNPJ);
  3. Previous experience of at least one year in carrying out activities of the Object from the Partnership or of a similar nature;
  4. Copy of the election minutes from the board Manager current;
  5. Updated nominal list of directors of the entity, with address, number and issuing body of the identity card and registration number in the Individual Taxpayer Registry – CPF of the Brazilian Federal Revenue Service – RFB of each of them;
  6. Copy of registered statute and any changes.
Statutory Requirements

Statutory Requirements – (these requirements must be stated in the statute)

  1. Objectives aimed at promoting activities and purposes of public and social relevance;
  2. In case of dissolution of the entity, the respective net assets are transferred to another legal entity of the same nature that meets the requirements of this Law and whose Object is, preferably, the same as that of the extinct entity;
  3. Bookkeeping in accordance with fundamental accounting principles and Brazilian Accounting Standards;
Professionals

Structural, Material, Technical and Professional Requirements.

  1. installations (can be rented), for the development of activities or projects foreseen in the Partnership and compliance with established goals;

Required Certificates

Certifications

  1. Certificates of fiscal, social security, tax, contributions and active debt regularity;
  2. Certificate of legal existence issued by the civil registry office or Statute;
  3. Proof that the organization of the Civil society works at the address declared by it, (it can be an account or a statement as required by the body Grantor);
  4. Depending on the agency Grantor (Ministries) Sometimes they require other documentation, certifications, certificates, so it is important to be aware of the systematic actions (goals);

More Guidelines

  1. Choose appropriately which area of activity for which fundraising will be carried out. If the institution's expertise is in the health area, fundraising should be for actions with the Ministry of Health. If it is Social Assistance, the most appropriate Ministries would be Citizenship and Human Rights. If Education, Ministry of Education and so on;
  2. Always be aware of Budget Action (meets the objective of a Program) most suitable for your institution. In each Ministry (Grantor) There are dozens and sometimes hundreds of actions that, in theory, would be suitable for your institution. However, many actions, sometimes within the same Ministry, have legislation with different requirements;
  3. Knowing in advance whether you will raise funds to costing (maintenance of the institution's structure or project development) or investment (acquisition of equipment, furniture, etc..

4. Actions most used by Third sector:
4.1. Citizenship – Social Assistance: 219G: Temporary increase in regular transfers for the purpose of funding the basic and special social protection service network, as well as the carrying out of works (construction, renovation, etc.), and the acquisition of
equipment, permanent materials and vehicles for SUAS Network units;

4.2. Citizenship – SENAPRED: 20R9: Social Support Network for Chemical Dependents: Care, Prevention and Social Reintegration;

4.3. Citizenship – Sport: 20JP: Development of Activities and Support for Sport, Education, Leisure and Social Inclusion Projects and Events;
4.4. Citizenship – Culture: 20ZF: Promotion and Promotion of Brazilian Culture

4.5. Human Rights – 21AR: Promotion and Defense of Rights for All
4.6. Health – Hospitals and APAEs- 2E90: Temporary Increase in the Cost of Hospital and Outpatient Care Services to Meet Targets;
4.7. Agriculture – 20ZV: Promotion of the Agricultural Sector;

However, I would like to clarify that there are hundreds of actions. The possibilities are not limited to those described above. Therefore, the correct thing to do is to check in each budget booklet, made available by each Ministry, what the possibilities of that body are. Grantor for that exercise.
