Guardianship Councils

O Program of Equipping and Modernizing the Infrastructure of Bodies, Entities and Collegiate Instances for the Promotion and Defense of Human Rights (Pro-DH) is a Program which aims to Donation of essential equipment for the functioning of the Guardianship Councils (CT) of the municipalities. .

The Federal Government purchases the equipment and distributes it to city halls that request it. The service consists of registering city halls to receive equipment for Guardianship Councils. The structuring of the CT guarantees comprehensive care for girls and boys in situations of violence or vulnerability throughout Brazil. Having your own space, vehicle for investigations, computers, refrigerator, water fountain and other supplies has a direct impact on the quality of care and helps guardianship counselors to carry out the work of defending the rights of children and adolescents.

Municipal managers.

As provided in the Decree No. 10,509, of October 6, 2020, to participate in Pró-DH, bodies, entities and collegiate bodies must prove:

  • that develop actions aimed at promoting and defending human rights;
  • that have a safe, accessible and adequate space for receiving and installing equipment; It is
  • who have the capacity to cover the expenses associated with the use and maintenance of assets with their own resources or those of the federative entity to which they are linked.

Request registration in the system Program

After registering in the Pró-DH Computerized Management System, it is possible to join the Program and participate in the qualification stage, from the publication of Notice of Public Call by the Ministry of Women, Family and Human Rights.

    • RG or CNH from the authority or Manager maximum and its representative

    • CPF of the authority or Manager maximum and its representative

    • Electoral Diploma (in the case of an elected position) or act of appointment or designation to the position or public function of management of the authority or Manager maximum

    • Act of appointment or designation to the public position or function held or declaration from the body's human resources unit indicating the representative's occupation

    • Instrument of Representation (model available at Integrated Management System) delegating powers to the representative, signed by the authority or Manager maximum and by the representative himself

  2. Join the Public Call Program Pro-DH

    After the publication of Notice by the Ministry of Women, Family and Human Rights, the Manager You can apply to join the Program and the qualification to participate in the Public Call.

    DOCUMENTATION
    Common documentation for all cases
    • Legal Act of Constitution or Operation that proves the development of activities by the Public Entity in serving the target audience of the call

    • Photographic records of the space that will receive the donated goods and in which they will be installed, maintained and used (according to the guidance guide available on Integrated Management System)

    • Proof of contracting broadband internet service to use the equipment

    • Proof of electrical energy voltage at the location where the equipment is used

    • Declaration of Adhesion to the Public Call (model available on the Integrated Management System) signed by the authority or Manager maximum or its representative.
