The reasons are diverse and the reasons are many. In fact, there is no shortage of reasons and there are plenty of errors, mistakes, forgetfulness, failures, neglect, incompetence, malpractice, apathy, lack of professionalism, etc.
In truth, many of these institutions are, let's put it this way, in limbo. They will have difficulty getting back into agreement with the Public Authorities, they will have the CNPJ registered in Active Divide of the Union, they will have to return resources with interest and correction and the CPFs of the Directors and technicians responsible for the legal and accounting aspects who signed the documents, will be jointly and severally liable for the misuse of public money.
Their names will be blacked out and, if applicable, they will have to return money to the public coffers. So it is very, very important to take public resources as seriously as possible. Because the Public Power does not forgive errors or mistakes. If you owe money, you will have to pay it back, whether you like it or not, by hook or by crook. Or if not, have a dirty name for a few years.

But what was the institution's mistake? She requested to change the Work plan near to Organ Grantor, but did not wait for the Organ authorize the change. As the institution understood that it was acting correctly, it simply went there and did it.
Well, finally, what happened, what Organ Grantor did not authorize the change, the Institution was unable to redo the process and ended up defaulting for simply not having complied with the Work plan.
So, I clarify again, before we simply place all these institutions in the same limbo, we need to try to separate the wheat from the chaff.
Not all Organizations of Civil society – CSOs, who are on this list were dishonest, they may simply have been, at best, careless. In any case the Government Don't forgive, you made a mistake, you have to pay. Unfortunately or fortunately, this is the reality.
