Information and Guidance on Ordinance no. 886/23 of the MDS which provides procedures for the execution of extraordinary expenses in SUAS actions and services

This last Friday, May 19, 2023, MDS Ordinance No. 886, which establishes guidelines and procedures for the execution of extraordinary expenses in SUAS actions and services, authorized in the 2023 Annual Budget Law, and based on art. 8th of Amendment Constitutional nº 126, of 2022.

The ordinance provides resources for temporary financial assistance, to pay for basic and special social protection services in municipalities, states and the Federal District. Among the services covered are the Family Protection and Comprehensive Assistance Service (PAIF), the Coexistence and Bond Strengthening Service (SCFV), the Basic Social Protection Service for people with disabilities and elderly people, and other typified services.

According to art. 3rd, the resources referred to in the ordinance will be allocated to structuring and funding Basic Social Protection and Special Social Protection services, in an extraordinary way, in accordance with the National Social Assistance Policy (Resolution CNAS nº 145, of October 15, 2004), the National Typification of Social Assistance Services (Resolution CNAS nº 109, of November 11, 2009), and the Organic Social Assistance Law (Law nº 8,742, of December 7, 1993). 

As for allocation, resources are planned for:
I – temporarily increase regular and automatic transfers of nationally typified services;
II – reform of state units that provide nationally typified social assistance services;
III – centralized acquisition of vehicles by the Ministry of Development and Social Assistance, Family and Fight Against Hunger, in accordance with MDS Ordinance No. 2,600, of November 6, 2018;
IV – construction, as well as the expansion of Public Units for Social Assistance Reference Centers (CRAS), Specialized Social Assistance Reference Center (CREAS) and Specialized Reference Center for the Homeless Population (POP Center); It is
V – acquisition of permanent equipment and materials, in accordance with SNAS Ordinance No. 69, of June 24, 2022. 

The ordinance established maximum resource request limits according to size, being up to R$ 325 thousand for Small Size I Municipalities, R$ 600 thousand for Small Size II Municipalities, R$ 1.05 million for Medium Size Municipalities, R$ 2 .3 million for large cities, R$ 15 million for metropolises, capitals and the Federal District, and for states up to R$ 2.55 million.

The request for resources will be made through a system that will be made available by the National Secretariat of Social Assistance (SNAS) of the MDS, which will be available for access until the end of this week.

We will communicate to the municipalities, states and the Federal District about the release of the system, both via email and on the REDESUAS and FNAS blogs. Local managers of the Social Assistance Policy must register requests according to the deadlines and procedures that will be published
