O Ministry of Health is with Notice open to Organizations of Civil society – CSOs who work with Indigenous Health. Here are some features that we checked in Notice:

GOALS

1.3.1. Recruit, select, hire and maintain multidisciplinary teams that will carry out complementary health actions in indigenous territories;
1.3.2. Develop ongoing education actions for health professionals who work in indigenous territories;
1.3.3. Develop actions to promote social control activities in indigenous health;
1.3.4. Develop integrative health actions aimed at valuing traditional practices and knowledge;
1.3.5. Develop on-site supervision actions and organization of work processes in the area.

MORE RELEVANT REQUIREMENTS

  • Demonstration, by the entity, of managerial, operational and technical capacity;
  • Demonstrate financial capacity through a Certificate of Financial Capacity relating to the Bidding Social Organization in accordance with the relevant legislation, issued by State Controllership and General Auditorship (CAGE), where it has its administrative headquarters; (THIS ITEM WILL ELIMINATE MANY ORGANIZATIONS);
  • Proof by the private non-profit entity of effective exercise, during the last three years, of activities related to the matter Object from the Partnership;
  • Have a Certificate of Benevolent Entity Social Assistance in the Health Area(CEBAS) valid, issued by the Ministry of Health, in accordance with Subsection I, Section II of Chapter II of Complementary Law No. 187, of December 16, 2021; (THIS ITEM ELIMINATES MORE THAN 80 OF Brazil's CSOs);
  • It is prohibited to sign an instrument with establishments registered as branches in the CNPJ.

ANALYSIS

By analyzing the Notice I can say that few CSOs in Brazil would be prepared for these models of Notice I don't think it reaches a hundred CSOs.

How is a Notice very specific and the values are reasonably high, the demands on the service provider must actually be higher.

That Notice presents a Public policy extremely commendable that benefits a population that lacks the presence of the state. It is a Public Policy aligned with the PT Government Programs. Congratulations.

However, saying that this Notice is democratic for CSOs It's laughable, it's pushing the envelope too much. A few dozen organizations will be able to meet all the requirements of this Public Call. A shame, we understand that the Notice could have innovated and been more efficient in choosing CSOs.
