Of the 820,000 organizations active in Brazil today, only 22,000 (2.7%) received some type of financial resource from the federal government

An unprecedented survey, carried out by the Map of Organizations Civil society (OSCs), from Ipea, showed that of the total 820 thousand organizations operating in Brazil today, only 22 thousand (2.7%) received some type of financial resource from the federal government between 2010 and 2018. The amount received in the period corresponds to R$ 118.5 billion, that is, only 0.5% of the total forecast annually in the General Budget of the Union (R$ 25 trillion). The data was identified by crossing the information contained in the Map of CSOs and federal budget execution (available on the Siga Brasil portal).

The survey also considered the dynamics of partnership evolution based on an analysis of approximately 44 thousand projects signed between the federal government and CSOs from 2000 to 2018, such as agreements extracted from SICONV and projects financed by culture and sports incentive laws (SALIC and SLIE). A drop in the formalization of partnerships after 2013 and the concentration on specific activities such as the acquisition of equipment, materials and products were identified.

  • There has been a change, in recent years, in the profile of CSOs with greater receipt of transfers. There was a drop in the presence of development and rights defense organizations while there was an increase in the participation of entities classified as employer and professional associations from 2017. From 2010 to 2018, the healthcare sector received the largest volume of federal funding, 39% of the total, followed by education (14%) and science and technology (10.5%)
  • Numerically, the transfers are concentrated in the Southeast, which received 45% of the total of 291.289 commitments made during the period. Next are the regions South (21%)Midwest (15%), Northeast (14%) and North (5%). In relation to the volume of resources, the Southeast region also concentrates most of the amount (R$ 64 billion), but the Central-West now occupies the second position, having received R$ 24 billion. It is also in this region that the highest average value of transfers was recorded, R$ 550 thousand, due to the significant volume of resources and the relatively small number of CSOs involved (9% of the total).
  • Given the Legal Nature of these institutions, the private associations received most of the transfers, but foundations Private companies are responsible for managing larger volumes of resources. Concentrating Entities 86%, to the private associations received R$ 65 billion. Already the private foundations, even though it only represents 2% of total CSOs in the country, moved R$ 23 billion.
  • The performance of organizations also varies depending on their purpose of action. Health, education and culture CSOs execute resources intended for related areas. To the religious organizations They receive resources predominantly linked to health actions and the other purposes of activity present a very diverse thematic performance, as can be seen in the graph below.
