It is SIMPLER, because it is a resource decentralization mechanism governed by specific laws that are characterized by DIRECT TRANSFER, between different government bodies, WITHOUT REQUIRING THE CELEBRATION OF AGREEMENTS, that is, INDEPENDENT OF THE CELEBRATION OF AGREEMENT, ADJUSTMENT, AGREEMENT OR CONTRACT. This last sentence is the BREAKTHROUGH, it is the key to understanding why Fund-to-Fund Transfers are so interesting for CSOs. It is a transfer of resources that does not require the formalization of an Agreement.
