Segundo o texto, os recursos seriam repassados automaticamente \u2013 sem necessidade de celebra\u00e7\u00e3o de conv\u00eanio ou instrumento cong\u00eanere &#8211; e pertenceriam aos respectivos entes.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.poder360.com.br\/2019\/07\/camara4-1-868x644.jpg\" alt=\"Resultado de imagem para camara dos deputados\"\/><\/figure>\n\n\n\n<p class=\"has-text-align-justify\">Conforme justificativa, a inten\u00e7\u00e3o era aprimorar e desburocratizar o modelo de execu\u00e7\u00e3o de emendas, bem como sanar dificuldades fiscais observadas na rela\u00e7\u00e3o entre a Caixa Econ\u00f4mica Federal e o Tesouro Nacional, causadas pela administra\u00e7\u00e3o dos repasses pela CEF e demora nos pagamentos.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Com o modelo proposto, o Congresso Nacional n\u00e3o votaria o or\u00e7amento com recursos alocados a despesas espec\u00edficas, uma vez que ficaria a cargo dos entes beneficiados a escolha da destina\u00e7\u00e3o final dos recursos. Dessa forma, burocracia e custos com apresenta\u00e7\u00e3o e an\u00e1lise de projetos, bem como com celebra\u00e7\u00e3o de conv\u00eanios, fiscaliza\u00e7\u00e3o e presta\u00e7\u00e3o de contas seriam reduzidos.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">As can be seen, the premises of the proposal were: \u2013 allow transfers of resources allocated by individual amendments to subnational entities automatically (without the need to sign agreements or similar instruments); and \u2013 determine that the resources belong to subnational entities at the time of transfer; which consequently implies transferring supervision with the application of such resources to local control bodies. <\/p>\n\n\n\n<p class=\"has-text-align-justify\"> Despite the intention of reducing bureaucracy in transfer procedures from the Union to other entities and seeking to expand the autonomy of States and Municipalities, the proposal must be analyzed in light of the constitutional model adopted by the country and the norms and principles that govern the matter. <\/p>\n\n\n\n<p class=\"has-text-align-justify\">For a detailed analysis of this <a href=\"http:\/\/rubenssantana.com\/wp-content\/uploads\/2019\/11\/NT-41_2019-Transferencias-de-recursos-federais-a-estados.pdf\">Technical Note<\/a>, follow the link where you will find it in its entirety.<\/p>\n\n\n\n<pre class=\"wp-block-preformatted\"> Thematic Area II - Health M\u00e1rio Luis Gurgel de Souza - Consultant \u2013 Rafael Alves de Araujo - Consultant<\/pre>\n\n\n\n<pre class=\"wp-block-preformatted\">Nota T\u00e9cnica n.\u00ba 41\/2019.  A referida PEC altera o art. 166 da Constitui\u00e7\u00e3o para autorizar a transfer\u00eancia de recursos federais a Estados, ao Distrito Federal e a Munic\u00edpios mediante emendas ao projeto de lei do or\u00e7amento anual. <\/pre>\n\n\n\n<p class=\"has-text-align-justify\">I personally view this PEC with some caution. I believe that this solution proposed by parliamentarians is not the most appropriate.
